The 10th International Conference on Management Science and Engineering Management (ICMSEM) was successfully held at Baku, Azerbaijan, from Aug. 30 to Sep. 4, 2016. It was organized by the International Society of Management Science and Engineering Management (ISMSEM) and co-organized by the Ministryof Education of the Republic of Azerbaijan, Azerbaijan State Universityof Economics, Azerbaijan State Oil and Industry University, Azerbaijan Technical University and Sichuan University.

Opening Ceremonyand Award

The organizing committee chair, Prof. Asaf Hajiyev, from National Academy of Sciences of Azerbaijan Republic, hosted the opening ceremonyof the 10th ICMSEM on Aug.31, 2016, at 10:00 a.m. On behalf of the co-organizers, Prof.Mikayil Jabbarov, the Minister of Education of Azerbaijan Republic, Prof.AkifAlizadeh, the President of Azerbaijan National Academy of Sciences, and Prof.Adalat Muradov, the rector of Azerbaijan State University of Economics, presented their warm greetings and welcomes to the participants from different countries respectively,  and expressed their most sincere wishes for a successful meeting. The general chair and the president of the ISMSEM, Prof. Dr. Jiuping Xu from Sichuan University, presentedhis sincere gratitude to the co-organizers for their perfect work, and expressed his warm welcome to all the conference participants. He also gave  a brief introduction to the ICMSEM series. The 2016 Advancement Prize for MSEM was also awarded during the opening ceremony. The prizes were rigorously selected from the recognized 138 full papers as valid entries from1037 submissions by 21 jury board consisting of USA, French, Uzbekisan,Azerbaijan, UK, Turkey, Vietnamese, and so on. It was observed that some of the submissions have a team of researchers from both developed and developingcountries.

Nine keynote speakers from Azerbaijan, Canada,Moldova, Japan, Portugal, Russia, USA and Bangladesh gave the plenary reports on the morning of Aug.31and Sep. 1.

Keynote Address Presentations

In view of the understandings on management science and engineering management, these keynote speakers stated the frontiersof their research, which triggered a heated discussion among the participants.

Parallel Sessions

This conference also included 4 parallel sessions, wherein 40 sc- holars fromSichuan University and other international institutes contributed their 15 minutes presentations. All sessions were well attended with periods ofintensive after-presentation exchanges, which provided an indication of the scientific interest in the various developments and trends of optimization, data mining, and related fields of modern OR in the management science andengineering management sector.

Workshop

This conference also included a workshop on New Advances in Data Driven Decision Making andAnalysis, wherein 3 scholas from Sichuan University and other internationalinstitutes contributed their 25 minutes presentations. All talks were well discussed in details with workshop attendees, who came from China, Azerbaijan, Japan and so on.

Conference Proceedings

The conference proceedings were published as a Springer Proceedings Book with ISBN.This proceedings volume includes the  full papers presentedat the conference, which underwent a peer-review process.
